Two time zones (Etc/UTC & Etc/Universal) are available on ubuntu 10.04. It is not possible to determine which one to choose for the Web server.
I think the theory that Etc/UTC points to a specific time zone, rather than Etc/Universal semantically points to the current “base” time. Therefore, Universal is the obvious choice.
